The Customs Department operates as the major custodian of the entry and exit of goods to and from Thailand. For the export of goods out of Thailand, the usual forms and documentation need to be completed including invoices, packing lists and licenses or certificates if needed. If the documentation is in order, the goods are then subject to an inspection prior to their exit on the outbound vessel. A modernization reform program initiated in 1998 focused on simplifying the procedures and has done so by placing various export brokers into categories. The categorization of brokers into 'special grade' and 'good grade' allows them to facilitate the export of goods quicker and with less hassle. The implementation of a recent exporter rating program will allow companies with an 'excellent' performance rating to be exempted from pricing and tariff inspection, thus enjoying faster processing. Furthermore, the Thai Customs Department has undertaken the use of the World Customs Organization's Harmonized Code for item identification and has recently introduced a computerized EDI system. The government has also undertaken measures to combat corruption in the port area, making moves against the paying of bribes to expedite the shipment of goods and in the reduction of 'red tape' in clearing goods for export, speeding up their movement.
